HOBIE FLEET 72 BYLAWS

Name
This Fleet under the Hobie Class Association of North America (HCA) shall be known as Hobie Fleet 72. (Hereafter referred to as “Fleet 72” or “Fleet”)
Purpose
The primary purpose of Fleet 72 is to:
A. Provide a forum to exchange information among sailors within the Fleet and to enhance the spirit of the Hobie class
B. Promote Hobie racing as a recreational aspect of boat ownership in the Fleet under the Hobie Class Association racing rules and to coordinate those activities within the Fleet
C. Promote participation in HCA and IHCA-sanctioned events including National Championships and World Championships
D. Provide sailing and regatta training for all ages of sailors
E. Provide sailing opportunities other than racing
F. Promote the general objectives and policies of he Hobie Class Association.
Membership
A. All Hobie Cat owners and sailors within the geographical region of Fleet 72 are eligible to become members.
B. The geographic region of Fleet 72 shall include Oregon and SW Washington.
C. Membership dues shall be $10 pp/ $20 per household per sailing year as established by the date of the Spring meeting.
D. Each Fleet member in good standing (dues paid) shall be eligible to vote and hold office, 1 vote per member with 2 maximum per family.
E. A 51% quorum of members must be present (or represented by proxy) in order to vote on fleet business. A majority vote of that quorum is needed to approve all motions.
Fleet Officers
Fleet 72 shall have the following officers:
A. Commodore – The Commodore shall: be responsible for coordinating all activities of the Fleet; represent the Fleet at the Division 4 General Meeting (AGM) and in all communications with other Division 4 fleets; be the regatta chair or appoint a regatta chair for Fleet sponsored regattas; develop the agenda for and preside over Fleet meetings; keep Fleet bylaws current; maintain liability status with HCA; and act as back-up for google-group maintenance.
B. Vice Commodore – The Vice Commodore shall act in place of the Commodore in the event of his/her inability to act. The Vice Commodore shall assist Commodore with the administration of Fleet activities.
C. Secretary/Treasurer – The Secretary/Treasurer shall: be responsible for submitting meeting minutes to board for approval, then publishing to Fleet; be responsible for the financial accounts of the Fleet ; keep Membership Chair apprised of membership status; and provide quarterly financial reports to officers.
D. Membership/Publicity Chair – The Membership/Publicity Chair shall: develop membership and crew rosters and publish to existing paid members; be primarily responsible for responding to, qualifying, and approving new applicants to google list; coordinate publicity for Fleet; and coordinate membership status with Secretary/Treasurer.
E. Webmaster – Webmaster shall keep website domain active utilizing fleet funds and update the website according to the direction of the Commodore. Webmaster shall publish "ready for publication" events, event reports and pictures as submitted by fleet members and approved by the Commodore.
Election of Fleet Officers:
A. Any member in good standing is eligible to be nominated for Fleet Officer.
B. A majority vote of all voting members present (or by assigned proxy) at a fleet meeting (with a 51% quorum) shall be required to elect a Fleet Officer. In the case where multiple candidates prevent any one member from achieving a majority, a second ballot shall be cast with the top 2 vote getters from the previous ballot.
C. Fleet Officers are elected by the Fleet each year as determined by the date of election. Terms are for one year, and are renewable.
D. If an officer becomes unable or unwilling to continue serving their current term, the officers will nominate a replacement, subject to acceptance and a Fleet vote.
